Mixing up RapidSet for 4th of July flag holders.
The first step in making our concrete flag and sparker holders is to mix up a small batch of RapidSet Cement All. This sets up in about 45 minutes to one hour rather than a full day for regular concrete. According to package directions, mix one part water to four parts cement. My method is to add the cement and then slowly add water and mix well until about the consistency of brownie batter. When working with cement/concrete always wear gloves as well as eye and nose protection.

I'm pouring the cement into small plastic star shape bowls. Any plastic container should work if you can't find this style.
Add a straw to the concrete if you don't want to drill a hole in the 4th of July flag sparkler holder.
This is an alternative to drilling into the concrete later. If you don't have a drill you can put a straw into the concrete. Close up one end with tape and push into the center of the concrete. I waited five minutes before adding this. Cut off the excess after the concrete has cured. Depending on the diameter of the straw you use, you may have to add a little sand inside the straw to help the flag stand up straight. I wouldn't use a sparker with a plastic straw for obvious reasons.
Let the underside of the concrete dry before painting.
The concrete is easily removed from the plastic mold once it is set up. Turn it over on a cooling rack and let the underside dry for about an hour before painting. You'll know when it's ready when it looks totally white rather than grey in places.
Painting the holders with DecoArt patriotic colors.
I'm using DecoArt paint in red, white, and blue. Outdoor paint would have been a better choice as these can be used outside. It's okay as I'm going to use these inside the house.
Stars are added after the painted stripe with DecoArt paint.
Once the holders have been painted, I painted a stripe between each point of the star. Once that dried, I added adhesive stars in a random pattern and then painted over the stars and previous stripe with another color.
DecoArt paint is used to make the stars.
Although a bit messy, the star stickers are easier to remove when wet.
We're using a Ridgid Octane drill in hammer mode that has been fitted with a Bosch bit designed for concrete.

I added that tape so I would not drill too far into the concrete. Although, I did this after painting, I would highly recommend drilling BEFORE painting. I had to do a lot of touch up after doing it this way.

If you're using a straw, cut that off before using. Note: the holders can be used individually or stacked to create different arrangements.
